Job Description:

Under the general supervision of the Public Works Director, provides advanced responsible professional work, in project management, and oversight of capital improvement projects within the Public Works department.

ESSENTIAL JOB FUNCTIONS:      

  • Responsible for managing a limited number of capital projects to include design and construction through architects, engineers and contractors.
  • Provides construction contract administration, on-site project support and inspection by reviewing and approving contractor payment applications, change orders, budget allocations, construction schedules, and compliance with contract plans and specifications.
  • Facilitates, coordinates, and guides projects through the review and approval process. Manages projects teams to ensure consistency and conformance to negotiated time schedules and budgets.  Ensures compliance with project-specific program requirements.
  • Assists in the selection of consulting architects and engineers to design Capital Projects, including review of proposals to determine compliance with all contract requirements, funding staffing, allotment of available resources for various phases of the project.
  • Defines scope, goals and deliverables that support the goals.
  • Schedules, supervises, trains, and evaluates assigned staff as required.
  • Manages multiple contractors, consultants, and vendors.
  • Prepares, reviews, tracks, processes, and manages project documentation. Monitors work for compliance with applicable codes, industry standards, and best practices.
  • Works with consultants to obtain permits from permitting agencies for village projects.
  • Collaborates with division leadership in providing direction, supervision, and project development input.
  • Researches, prepares, and presents reports and presentations at all levels, including at Village council meetings.
  • Supports and maintains project management system data integrity and helps enforce document control procedures.
  • Works in conjunction with other members of staff to prepare the annual Capital Improvements Program budget and “in-progress” projects list by performing and analysis to include, but not be limited to cost estimates of existing and future projects, program budget forecasting, staff workload capacity, and project timeframes.
  • Monitors and evaluates projects and projects and project processes at varying stages (i.e. planning, design, construction) to recommend amendments and strategies to ensure compliance with applicable codes, industry standards, best practices, high quality, cost-effective, and on-time project completion.
  • Facilitates project meetings with internal stakeholders and vendors to provide clear and strong communication and achievement of project goals. Utilizes project management tools to monitor project progress.
  • Confers with project personnel to provide technical advice and resolve problems.
  • Interacts with residents, businesses, and other stakeholders to address all project related issues or complaints.
  • Prepares and directs correspondence, memos, and other documentation related to technical operations and policies.
  • Collaborates across departments, including multi-agency initiatives with the police department, continuously improving processes and fostering professional relationships.
  • Conducts research of past practices, prepares reports and provides recommendations.
  • May function in any emergency management role or capacity in the Incident Command System (ICS) to include Logistics, Operations, and Planning.
  • Performs other duties as assigned.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s degree in architecture, engineering, construction management, or related field.
  • Five years of considerable project management experience in professional architecture, engineering and/or construction work to include design construction, and management of building construction projects. Experience in a municipal or government setting, preferred.
  • Or any equivalent training, education, and/or experience; and
  • Valid State of Florida Driver’s License

KNOWLEDGE, SKILLS AND ABILITIES:

  • Working knowledge of Village policies and procedures;
  • Thorough knowledge of municipal public works operations and infrastructure planning;
  • Considerable independent judgment in the application of the principles and practices of planning, designing, and construction in a variety of projects.
  • Knowledge of principles, methods, materials, equipment, and practices of engineering, architecture, construction, and maintenance activities.
  • Advance mechanical skills and knowledge of plumbing, HVAC, and other building systems.
  • Knowledge of Federal, State, and City laws, rules, regulations, and ordinances pertaining to departmental operations, or the ability to acquire such knowledge.
  • Excellent organizational and reporting skills.
  • Ability to read and interpret complex construction plans.
  • Strong analytical and project management skills.
  • Ability to understand and follow technical instructions and specifications relating to assigned activities.
  • Knowledge of supervisory principles and practices.
  • Ability to operate office equipment.
  • Ability to monitor construction projects, review construction drawings and specifications, administer projects, and manage contractors and design consultants during various phases of construction.
  • Ability to effectively communicate both orally and in writing;
  • Ability to accurately proofread and edit documents for correct grammar, spelling, sentence structure, punctuation, tone, and content.
  • Working knowledge of Microsoft Office Suite;
  • Ability to establish and maintain working relationships with other Village staff and the general public; and
  • Ability to effectively manage and lead a diverse group of individuals.

PHYSICAL DEMANDS:

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, use hands to fingers, handle, feel or operate objects, read and write English. Physical capability to effectively use and operate various items of office equipment, such as but not limited to a personal computer, calculator, copies and fax machines.  
 

WORK ENVIRONMENT:      

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting and training rooms, e.g., use of safe workplace practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations.

Work is predominantly indoors within a usually quiet to moderately noisy environment. A considerable amount of time is spent working/sitting in front of a computer. Must be able to lift, carry, and/or push articles weighing up to 25 lbs.
