Job Description:
Under general supervision, assists the Village Manager in the administration of the Village and involved highly responsible and independent administrative and managerial tasks in planning, coordinating, and directing activities of assigned departments and teams.
ESSENTIAL JOB FUNCTIONS:
- Assists in the overall administration and management of village operations, ensuring alignment with the Village Council’s strategic goals and policies;
- Directs and manages key village departments (e.g., Neighborhood Services, Building Department, Planning and Zoning, Library, Information Technology), ensuring services meet residents’ needs efficiently and effectively; oversees Marketing; Economic Development efforts and initiatives;
- Assists with the development, monitoring, and adjustment of the village budget, focusing on fiscal responsibility and identifying funding for current and future projects;
- Engages with residents, businesses, and stakeholders to address concerns, communicate initiatives, and foster community involvement;
- Analyzes policies and develops programs that support the village’s growth, resilience, and overall quality of life, including environmental sustainability, public safety, and infrastructure resilience;
- Plays a critical role in coordinating emergency preparedness plans, managing resources during hurricanes, and leading recovery efforts to restore normalcy post-disaster;
- Supports and leads special projects that align with the village’s long-term vision and adapting plans based on community needs and external factors;
- Participates as a key decision-maker related to all Village-wide and organizational operational issues;
- Plans, organizes, manages, and directs a variety of Village services and programs;
- Supports the implementation of the Village’s strategic goals by collaborating with the Village Manager to ensure assigned departments operate in alignment with the Village’s vision and objectives.
- Works closely with subordinates and peers to implement objectives;
- Directs, supervises, and routinely reviews program and staff activities through written reports and personal observation;
- Ensures all program activity and relevant records and reports are thoroughly and accurately prepared and maintained; and
- Performs other duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Master’s degree in public administration or a related field;
- Seven years of management experience in the public sector, including five years of experience as an Assistant Municipal Manager (City, Town, or Village);
- A comparable combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this position; and
- Valid State of Florida Driver’s license.
Knowledge, Skills and Abilities:
- Knowledge of modern techniques, principles, and practices of leadership and municipal government functions;
- Knowledge of functions of Village departments;
- Knowledge of current social, political, and economic trends and problems of municipal government;
- Knowledge of concerns and interests of civic groups, governmental agencies, and the general public;
- Knowledge of organizational management practices as applied to the analysis and evaluation of programs, policies, and operational needs;
- Knowledge of research and reporting methods, techniques, and procedures;
- Knowledge of sources of information related to a broad range of municipal programs, services, and administration;
- Knowledge of pertinent Federal, State, and Local laws, codes, and regulations;
- Ability to apply principles of logical or scientific thinking to define problems;
- Ability to analyze raw data and formalize concrete and viable conclusions;
- Ability to communicate effectively with all types of individuals;
- Ability to plan, assign, and direct the implementation of policies and procedures;
- Ability to provide effective leadership in coordinating and promoting administrative activities;
- Ability to analyze, interpret, summarize, and present administrative, technical, and statistical information and data in an effective manner;
- Ability to develop policy recommendations;
- Ability to interpret and apply Village policies, procedures, laws, and regulations;
- Ability to analyze problems, identify alternative solutions, and project consequences of proposed actions; and
- Ability to gain cooperation through discussion and persuasion.
