JOB SUMMARY

Under the general supervision of the Deputy Village Manager, provides guidance to the Mayor, Village Manager, Deputy Manager and Village Council by coordinating the Village’s current and long-range planning functions, geographic information systems, land-use management, and zoning and development review; may perform other duties as assigned.   

ESSENTIAL JOB FUNCTIONS:      

  • Plans, organizes, and directs all activities of the planning & zoning department by assigning, coordinating, reviewing and evaluating the work of subordinates;
  • Creates agendas and agenda items for Council and all boards;
  • Reviews and recommends changes/additions to the village zoning and building ordinances, works with various planning authorities and commissions, revises and updates the village’s comprehensive plan, coordinates and organizes various planning-related meetings;
  • Reviews land-use, site plans and development applications, and recommends disposition;
  • Prepares and administers departmental budget;
  • Writes and reviews environmental impact statements and technical reports, and makes recommendations to Village officials and respective agencies as needed;
  • Reviews and approves special permits and license applications within limits of authority, and forwards others to the manager and/or council for resolution;
  • Organizes and implements effective, traceable procedures for reviewing and processing approved and projected development plans, and construction to assure compliance with village building codes, zoning ordinances, environmental laws and regulations;
  • Trains and mentors junior staff;
  • Coordinates in community outreach efforts to inform and engage residents on planning, and zoning initiatives;
  • Makes complex planning issues understandable to the general public;
  • Maintains records of activities such as licenses and permits issued, procures or develops maps, blueprints, overlays and sketches pertinent to planning and development projects;
  • Attends workshops and conferences to stay abreast of changing environmental, building, and development rules and regulations;
  • Attends council meetings to present information on planning & zoning issues;
  • Designee to the Sustainability Board, Historic Preservation Board and Planning & Zoning Board; and
  • Performs other duties as assigned.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s degree in urban planning, public administration or engineering;
  • Five years of experience in urban planning, with supervisory experience;
  • Or equivalent training, education, and/or experience;
  • AICP certification required; and
  • Valid State of Florida Driver’s License.

Knowledge, Skills and Abilities:

  • Working knowledge of Village policies and procedures;
  • Acts as a representative of the Village to the Public;
  • Ability to read, comprehend and interpret oral and written instructions;
  • Ability to interpret a variety of instructions and solve complex problems;
  • Ability to deal appropriately and effectively with the public and various officials
  • Ability to direct and manage multiple functions;
  • Ability to deliver professional presentations and speak effectively in public settings;
  • Knowledge of land use laws, rules, and regulations at the municipal, county, and state levels in Florida;
  • Knowledgeable of municipal planning and development laws, rules and regulations in the state of Florida; and
  • Ability to communicate clearly, tactfully, and effectively in both oral and written form.

PHYSICAL DEMANDS:

Work requires no unusual demand for physical effort.

WORK ENVIRONMENT:      

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting and training room, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations.
