Job Title:                    Human Resources Director

JOB DESCRIPTION:

Performs a variety of professional and responsible administrative work in directing, planning and coordinating the full range of functions and programs of the Human Resources Department.  The position reports to the Village Manager.

ESSENTIAL JOB FUNCTIONS:  

  • Implements and manages recruitment processes and employment programs, ensures recruiting processes align with current and future workforce needs; develops the most effective, economical and appropriate recruiting channels and cost effective methods; reviews departmental selections in conformance with established policies and procedures; makes recommendations to the Village Manager.
  • Administers all benefits programs; plans and directs activities related to employee benefit plans, objectives, and initiatives; works with benefits consultant to provide benefits which are designed to attract and retain employees within budgetary constraints, monitors trends and provides recommendations for benefit plan improvements, ensures compliance with governmental regulations and requirements.
  • Administers and updates the classification and compensation plan.
  • Oversees the collection of wage, salary, and incentive survey data to ensure the organization’s compensation programs/objectives are competitive.
  • Ensures that department goals are met.
  • Manages the /Village’s safety program, workers’ compensation program and drug-free workplace initiatives, including testing and related educational initiatives.
  • Maintains HRIS system for all required data entry transactions which maintain employee data.
  • Maintains employee records of pay, benefits, accidents, performance and other activities according to Village policies and regulatory requirements.
  • Maintains Human Resources records in accordance with State of Florida records retention guidelines.
  • Plans and implements training programs, policies, procedures; researches new training techniques and suggests enhancements to existing training programs to meet the changing needs of the organization; contracts with vendors for employee participation in outside training programs; ensures that training materials and aids are kept up to date and are effective.
  • Ensures human resources strategies align with organizational goals, evaluates human resources processes and strategies to determine improvements to be made and reports findings to the Village Manager, provides input to the Village Manager on strategic decisions that affect the functional area of responsibility.
  • Administers, interprets and ensures compliance with a variety of employment related, local, state and federal laws and regulations; advises management on human resources issues; consults with labor legal counsel on workplace issues.
  • Identifies and analyzes issues with employee relations infractions; provides recommendations for resolutions to department directors; investigates employee complaints to include sexual harassment and discrimination claims and other workplace disputes.
  • Acts as chief negotiator as the Village Manager’s representative in collective bargaining.
  • Conducts research and prepares reports as needed.
  • Attends workshops and conferences to stay abreast of changing employment rules and regulations.
  • Attends commission meetings as required.
  • Performs other duties as required.

Knowledge, Skills and Abilities:

  • Must have a working knowledge of the Fair Labor Standards Act, Family Medical Leave Act and Americans with Disabilities Act and other Federal and State regulatory requirements;
  • Must be computer literate and proficient in Microsoft Office programs including Word and Excel;
  • Must have excellent communication skills;
  • Must be prepared and available to work during emergencies such as a hurricane;
  • Acts as a representative of the Village to the Public;
  • Ability to supervise the work of others in a manner conducive to full performance and high morale;
  • Ability to deal with confidential and sensitive matters and exercise discretion;
  • Ability to read, comprehend and interpret oral and written instructions;
  • Ability to interpret a variety of instructions and solve complex problems;
  • Ability to deal appropriately and effectively with the public and various officials
  • Ability to direct and manage multiple functions;
  • Knowledgeable of municipal government laws, rules and regulations in the state of Florida;
  • Ability to communicate clearly, tactfully, and effectively in both oral and written form.

PHYSICAL DEMANDS:

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, hands to fingers dexterity, handle, feel or operate objects, read and write English.  Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machine.

WORK ENVIRONMENT:

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting and training room, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations. 

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s degree from an accredited college in a related field such as Human Resources Management, Public Administration or Psychology and five (5) years of experience in local government human resources, or any equivalent combination of training, education and/or experience. 
  • Must have management experience.
  • Valid State of Florida Driver’s License.

SALARY:      $100,000 - $120,000
