JOB SUMMARY

Under the general supervision of the Parks & Grounds Superintendent, directs and supervised the crew of parks grounds maintenance workers and specialists in Parks & Recreation Maintenance.  The Foreman identifies repair needs, establishes maintenance schedules, and mobilizes crews to respond to emergencies.  An incumbent in this position is the initial point of contact for public concerns and must be proactive in maintaining the recreation fields at the highest level possible.  Work is reviewed and monitored by the Operations Manager through a review of records and prepared reports detailing work accomplished.  The position contributes to the annual planning and decision-making of maintenance activities. May perform other duties as assigned.   

ESSENTIAL JOB FUNCTIONS:      

  • Assists the Parks and Grounds Superintendent in implementing goals, objectives, policies, and priorities.
  • Plans, prioritizes, leads, and reviews the work of crews engaged in parks and recreational grounds maintenance, repair, and construction.
  • Assigns, performs and supervises various landscape maintenance activities.
  • Supervises the preparation and application of chemicals and fertilizers, which may require a pesticide applicators license.
  • Prepares and maintains records and reports including work schedules and preventive maintenance schedules.
  • Supervises the planting and care of plants, trees, shrubs, and lawn areas.
  • Assists with budget preparation and control.
  • Provides or coordinates staff training.
  • Provides input on the evaluation of assigned staff.
  • Ensures adherence to proper safety precautions related to all work performed.
  • Must be available to work evenings and or evenings.
  • Attends meetings as required.
  • Works directly with vendors.
  • Maintains, repairs, and inventory park equipment.
  • Assigns and performs overall supervision during the Superintendent’s absence.
  • Performs other duties as assigned.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • High school diploma or Equivalent
  • Five (5) years of experience in Parks or Athletic Field Operations preferred
  • Or equivalent training, education, and/or experience; and
  • Valid state of Florida Driver’s License.
  • Must possess a Public Operator Pesticide Applicator’s License or the ability to obtain the license within six (6) months of employment.
  • Must possess Certified Playground Safety Inspector license.

Knowledge, Skills and Abilities:

  • Working knowledge of parks/grounds maintenance and operation;
  • Preparing and maintaining large events at a single site or at multiple sites;
  • Playground inspection principles;
  • Maintenance management planning and asset management principles;
  • Hazard tree assessment and management;
  • Trail building and maintenance experience;
  • Principles of supervision including scheduling, prioritizing, assigning and evaluation of work and employees;
  • Occupational hazards and safety precautions of storm water facility/parks/grounds work as stipulated in the OSHA and WISHA regulations;
  • Ability to effectively communicate both orally and in writing.

PHYSICAL DEMANDS:

Work requires the physical ability to lift up to 80 pounds.

WORK ENVIRONMENT:     

Work environment involves everyday risks or discomforts which require special safety precautions typical of such places as parks, and shops, e.g., working around chemicals, equipment, or machinery, etc.; and may require working in adverse weather conditions.
