Job Description:

JOB SUMMARY

Performs advanced professional and administrative work dealing with planning, design, and coordinating the activities of village wide projects to ensure goals or objectives are accomplished within prescribed time frame and funding parameters. Supervision may be exercised over engineers and construction professionals, professionals in various fields, and administrative or related clerical staff. Reports to department director.
 

ESSENTIAL JOB FUNCTIONS:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

  • Assists in the administration, management and operational aspect of the department.
  • Reviews project proposals to determine project time frame, funding, procedures required to complete the project.
  • Visits and inspects project sites during different phases ensuring compliance with project specifications and all applicable Codes.
  • Assists with the creation of project scopes and cost estimates for various projects.
  • Meets with staff to outline work plan and assign duties, responsibilities, and scope of authority, and conferring with project personnel to ensure project is progressing on schedule and within budget.
  • Reviews status reports prepared by project personnel and modifies schedules or plans as required.
  • Reviews, and processes contractor pay requests and/or change orders as well as administers the requirements of the contract documents during the life of the project.
  • Administers and reviews outside consultant contracts for design and project development and in-house projects for Public Works in accordance with general engineering principals and Public Works policies.
  • Reviews and revises bid project documents for bidding purposes.
  • Analyzes the technical aspects, anticipated impact, and feasibility of proposed projects.
  • Develops design concepts, prepares drawings/schematics, specifications, bidding documents, contracts, and cost estimates for Public Works projects; coordinates design and construction surveying and serves as project manager/administrator on Public Works projects as assigned.
  • Prepares project reports for the director or designee.
  • Coordinates project activities with activities of other governmental agencies.
  • Prepares Village Council recommendations, ordinances, and resolutions for various Public Works items.
  • Assists in the preparation of the Public Works budget.
  • Participates on the Village’s Hurricane Damage Assessment Team to help facilitate in recovery efforts following a natural disaster.
  • Conforms with and abides by all regulations, policies, work procedures and instructions; all safety rules which includes wearing and using all appropriate safety equipment.
  • Performs related duties as required.
Preferred Skills:

KNOWLEDGE, SKILLS, AND ABILITIES:

Experience in project management and delivery with proven positive results. Knowledge of the principles, practices and techniques of civil engineering.  Knowledge of the methods and techniques used in municipal construction.  Knowledge of Miami Shores Village and state regulations relating to municipal construction.  Knowledge of computer software related to civil engineering.    Ability to prepare and design precise technical specifications and plans.  Ability to adopt approved engineering methods and standards to the design and construction of municipal projects.  Ability to supervise and coordinate the work of subordinates.  Ability to discuss plans with contractors, consultants, private developers, and the public.  Ability to investigate and respond to complaints.  Skills in engineering practices.  Proficient in communication both oral and written.  Knowledge of departmental policies and procedures.
 
Work involves independent judgment in the application of the principles and practices of planning, directing, designing, and coordinating a variety of village wide projects to include, but not limited to; construction, fiscal, operations or management projects. Supervision may be exercised over professionals in various fields, and administrative or related clerical staff. Work is reviewed for general adherence to established guidelines and procedures. The position's incumbent represents the Department Director in legal and quasi-legal hearings as required; conducts research of past practices, prepares reports and provides recommendations. Meets with department heads, Village officials, union representatives and employees in an effort to resolve problems. Provides input into the development of other special projects as assigned.
 

Physical Requirements

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, hands to fingers dexterity, handle, feel or operate objects, read and write English. Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copies and fax machines.  Work is performed indoors within a quiet to moderately noisy environment.  Must be able to lift, carry and or push articles weighing up to 20 lbs.

Minimum Education and Experience

A Bachelor's degree in Civil Engineering, Architecture, Construction Management, or related field or an Active/Inactive registration as a Professional Engineer, Registered Architect, or General Contractors license in the State of Florida is required at the time of hiring.
 
Four (4) years of technical and project management experience in the design and/or construction of public works projects.
 
A comparable amount of training or experience may be substituted for the minimum qualifications.
 
Valid Florida Driver's License
