Job Description:

JOB DESCRIPTION:

This is responsible sub-professional technical work performing functions in various phases of Village planning involving the enforcement of the Village Comprehensive Plan and Zoning ordinance. Work is subject to careful technical review both while in progress and upon completion by administrative staff, Village officials, or designee.  Performs duties of limited complexity independently.  This is a non-exempt position.  Position reports to the Planning, Zoning and Resiliency Director.

ESSENTIAL JOB FUNCTIONS:      

  • Coordinates and organizes the Village’s comprehensive planning functions.
  • Coordinates the Village’s neighborhood planning and development.
  • Performs and oversees special projects related to the planning and development goals of the department.
  • Provides information and assistance to the general public regarding planning and zoning activities and policy.
  • Conducts various research projects as necessary and presents findings to interested parties.
  • Provides assistance to other departments as necessary.
  • Reviews and approves or denies Local Business Tac Receipt (LBTR) applications and ensures accurate completion.
  • Performs zoning reviews required by the Building Department processes.
  • Performs field inspections as required by Building Department and by special projects.
  • Drafts zoning letters, staff reports and correspondence.
  • Reviews and performs analysis on plans, maps and technical reports to obtain information in making decisions and recommendations concerning related planning and development activities.
  • Reads reports to obtain information on feedback concerning previously prepared plans.
  • Reads reports to obtain information and direction to department on current projects.
  • Reads and refers to various materials such as zoning maps, future land use maps, code of ordinances, comprehensive plan, maps, resolutions, etc. to provide information, create plans and make accurate decisions.
  • Generates reports and analyses required for site planning.
  • Performs field work, such as inspections, site visits, evening and community meetings.
  • Performs other duties as required.

 

PHYSICAL DEMANDS:

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, hands to fingers dexterity, handle, feel or operate objects, read and write English,   Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machine.  Must be physically able to operate a variety of machinery and equipment including an automobile, computer, camera, calculator, telephone, copier, and fax machine, etc.  Must be able to exert up to thirty pounds of force occasionally and/or up to ten pounds of force frequently, and/or a negligible amount of force constantly to move objects.  Physical demand requirements are in excess of those for sedentary work.  Work involves moving, climbing, bending and stooping for short periods of time.  Must be able to lift and/or carry weights of ten to thirty pounds.

WORK ENVIRONMENT:      

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting and training room, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations.  While performing the duties of this job, the employee is required to sit, stand, climb stairs and ladders, operate tools; reach with hands and arms; read and write in English.  The employee is frequently required to do light lifting up to 14 lbs. and on occasions may lift moderate to heavy lifting as needed; works outside, exposed to electrical hazards; high temperatures.

 

Preferred Skills:

Knowledge, Skills and Abilities:

  • Knowledge of the basic principles, practices and techniques of urban planning and research.
  • Knowledge of zoning ordinances.
  • Familiarity with comprehensive planning and the State of Florida Growth Management Act.
  • Ability to understand and interpret comprehensive plans, zoning, and applicable environmental laws and regulations.
  • Must be able to drive a motor vehicle safely.
  • Ability to prepare maps, presentations, charts and graphs.
  • Ability to compile complicated statistical data used in Village planning.
  • Must be computer literate and proficient in Microsoft Office programs including Word and Excel.
  • Must have excellent communication skills;
  • Ability to establish and maintain effective working relationships with department heads, other employees, and the public.
  • Knowledgeable of municipal government laws, rules and regulations in the state of Florida;
  • Ability to communicate clearly, tactfully, and effectively in both oral and written form.

    MINIMUM REQUIREMENTS TO PERFORM WORK:

    • Bachelor’s degree in Urban Planning or related field with one (1) year experience or equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.
    • Master’s Degree preferred.
    • Must have ability to compile data, maintain complex records, and interact with the public.
    • Must have the ability to read and interpret construction documents, such as architectural and landscaping plans, surveys and reports.
    • Must have good typing and computer skills.
    • Must possess a valid State of Florida Driver’s License.
