Job Description:




This is advanced technical and clerical work in the Village Finance Department.  This individual will assist in accounting functions as assigned and must exercise judgment within general guidelines. Employees in this class are responsible for performing a variety of complex tasks in the personnel and payroll area, as well as, general accounting.  Work involves skilled typing ability and proficiency in Microsoft Office.  This individual performs at an independent professional level with work normally reviewed for compliance with desired results.  Work is performed under the general supervision of the Controller.


  1. Contributes to the preparation of financial statements and cost reports by compiling and analyzing data. Maintains records of finance reports and other documents.  Analyzes, reconciles and researches contracts and other documents that will assist in the implementation of various special projects and reports.  Reviews, prepares and/or submits various records and reports including lien searches, customer statements, financial reports and statements, bank statements, canceled checks, invoices and general ledger. Assists in the annual budget preparation and distribution process.
  2. Reviews payroll and attendance records to determine employee pay eligibility; hours worked for each employee based upon daily recorded entries; determines overtime and straight time hours and the method of payment of each. Determines employee pay based upon disability, worker's compensation, out-of-class, leave without pay, holidays, and various collective bargaining agreements and leave provisions.  Maintains up-to-date knowledge of federal payroll changes, tax changes, federal and state laws, code of ordinances, two union contracts, etc. Performs specialized duties in the computerized maintenance of personnel changes including newly hired employees.  Prepares UCT-6, 941, and W2 reports. Distribute annual W-2 forms.  Prepare regular and special financial reports and statements relating to payroll, pension and miscellaneous personnel functions. Reviews general ledger for accuracy and prepares journal entries if required.


Sorts and files documents and records, maintains alphabetical, index, and cross-reference files; assists department with photocopying, assembling materials, and other clerical work when assigned.  Operate calculators, computer terminals and other standard office equipment.  Assist in any other accounting functions as may be directed.  Enters cash receipts into the Accounting System and acts as backup for accounts payable if needed. Performs related work as required.

Preferred Skills:


Training and Experience:

  1. Must have a Bachelor's Degree in Accounting from an accredited college or university.
  2. Experience in computerized payroll systems and procedures a plus.


  1. Considerable knowledge of Microsoft Office applications.
  2. Ability to review, analyze and interpret fiscal records.
  3. Ability to maintain accurate technical operating records and to prepare clear and concise written reports.
  4. Ability to communicate effectively, both orally and in writing.
  5. Ability to establish and maintain effective working relationships with Village staff, officials and the general public.
